I looked and they are very expensive and always the issue of not getting what you ordered. Or it is just as bad as the wheel I have on now. Any other suggestions???

Your scooter is 36 years old. Chances of finding a wheel are getting slim. If an ebay wheel is not what is advertised seller is in trouble and would have to refund. Finding a wheel you could inspect locally probably not good. Cost goes up when it is rare.
There are motorcycle junk yards. Do a search. Quite a few parts on ebay come from motorcycle junk yards that you could send a message thru ebay asking about the wheel.
