I'm new to this whole scooter thing. I was givin this bike after my father in law got fed up with it. It was having issues starting so he took it to a "mechanic" and now its even worse. It still won't crank and the battery is drained. I hooked it up to a battery charger and it just started turning over. No key in it and everything turned off. Every time I plug the charger in it just starts cranking. What is going on?

sounds like starter solenoid is locked up and won't release. Maybe the person working on it was jumping it off with a screwdriver and locked it up try before adding battery disconnect the solenoid and then add batter if it doesn't turn over you found problem.

Agreed.
A new solenoid even an automotive solenoid and fresh gas.
Pull the battery out of the bike, or at least disconect the cables and charge it.
