I am working on a panterra retro scooter and it runs well but has no lights, turn signals, or horn all wires are in good shape all fuses are good. Replaced bulbs, rear tail light works, I am stumped any one have any clue.

With a volt meter check for 12volts on both ends of your fuses. Strip down the scooter and look for cut or mashed wires or a loose connector.
Fuses have been known to go open at or near the metal cap and still look OK.

make jumper wires and bypass switches and see if the lights come on. if they do then order new switches

Both Greg and Darrel are on it ,,,I had that exact problem with my Stella first week of ownership,,,,glass fuse looked perfect,,,,changed out the fuse holder to the blade style fuses,,,not a peep since,,,and the jumper trick is good as well or buy an inexpensive test light ,,,under 10 but and very handy for chasing down faults
