Stalled as if running out of gas. Plenty fuel, gas pouring out of line hooked to frame with wire around hose. Please see pic photos.app.goo.gl/p9mJ0OibwBkhQad53. Only fuel line connected to carb with wire coil around it.

The line you refer to as having a wire around it, is the drain hose for the carburetor bowl. There should be a screw in the end of it.....yours must have fallen out.
As clean as your engine area appears to be.....I'd say this is a new scooter. I'd also say it needs a PDI performed......not only is the fuel filter backwards, the line between it and the carb, is way too long. Plus, now parts are falling off.
Better get to that PDI, if you ever expect to have a dependable, enjoyable, scooter.

I agree with rks,,but there should be a screw where that hose meets the carb,,that needs to be tightened and also as rks suggests a full go thru of the machine is in order,,,

Another issue these seem to have is a faulty charcoal canister that is preventing the gas tank from venting properly. After it runs for a bit, take off the gas cap. If you hear a rush of air your tank is not venting properly. You can either drill a small hole in the gas cap or remove the fuel venting system altogether. There is a thread about how to do that on this board somewhere and lots of YouTube videos
