Hi i just rebuilt this gy6 150cc Manco engine and followed the directions and it will run but it makes this slapping sound and dies.I set the timing to the line to the left of the T did the same thing.Pulled the head brought it up to TDC and marked the flywheel for true TDC.Then lined up the camshaft properly.I don't know what i'm doing wrong any help would be great.Thanks Todd.

Check the top of the piston if it's still apart to see if the valves were/are touching the piston

So You set the Timing mark on T then you set the top dead center by removing the valve top and then set the top dead center to match, then you tightened it all down then you adjusted the valves, right.
Do one change and check results.

I think i found the problem on the new cam the square tab that rotates with the camshaft and does something is in a different position on the new one.could that make a difference?
