Just a suggestion,,,do only one thing at a time,,,doing a bunch of repairs or modifications only confuses the issue,,,if you do 3 mods/repairs and all of a sudden it comes to life you'll not know which thing did the trick,,,,again just a suggestion

Did the valves and worked great now I have another problem it won't go over 20 or 25

What are the rpms when you get to that speed?
Is it bogging or in some other way feel like it’s being restricted?
Have you checked the rollers/sliders?

Maybe a leaking vacuum line or cracked intake manifold.

Ok I have a new problem I changed the oil on my scooter and I put 10-30 in it on accident now it bogs at first it was running fine for a mile then starts bogging so today I changed it to 5w30 oil by Pennzoil like my father told me to and now it's still doing it I need help and I need it bad and fast and I have redone the valves the right way

Well the Lighter oil Should not have effected the engine like that But.
I dunno wer your getting recommended Oil Viscosity information and there is conflicting information even on my own scoot between the manual and a placard on the Scoot but they all are running a 10w40 Motorcycle or some a 20w40 or even a. but not much recomendo for 10w30 or worse 5w30...
You need to the the 5w30 Car oil out of there. but I don't think it will effect the running problem you have.
