I installed a new caliper for my scooter and it seems that the front wheel isn't quite spinning freely when the lever isn't pressed, is there anything I can do? To be honest I just need just a little bit about a 16th less break then the wheel would be free.

There is always a small amount of drag with disc brakes. They are designed to operate like this and are self adjusting.

They often squeak too.. mine did. The inside pad usually rubs on the rotor and the outside one applies the pressure.
I know people try to push the calliper piston back with a c-clamp before they install them, but I don't know if that actually gives any more free play...

By pushing them back on installation won't really help the drag, it make it easier to install. The back pad is a floating pad, it stays still, and the other one pushes against it.
I had one in the shop not so long ago, that was also dragging, there was no adjustment to be made, but as the pad seated themselves the dragging stopped.

monstergy6 ... That has been my experience too... they do wear in and the dragging stops. I even had a small wow in the rotor and that seems to have smoothed itself a bit also...
