Skooter, Well if it is squirting oil out you know it is not clogged. Maybe you just overfilled the crankcase with oil. Unscrew the Oil Filler Cap and then clean it off and then just stick it back in BUT DO NOT Screw it in then pull it out. The Oil level should read half way up the lines that measure the amount. EM, Just remember MONEY TALKS EVERYTHING ELSE WALKS Have you ever heard the SONG BAD TO THE BONE, they recorded that because of me Alleyoop

I did the oil change and took the plug out. I turned it over just to check it and I got some gas that came out of the spark plug hole. So i'm letting it dry out, and I'll try starting it tomorrow.
Maybe the hose that popped off the intake had something to do with it flooding with gas?
If not I'll try and find a motor for sale or do a top end rebuild.

You may have a bad fuel shut off valve. If the diaphragm in it has a hole you don't get fuel to the carb bet fuel will come down the vacume hose. I will sputter but not run. You can test it by hooking up a clean hose to it and sucking GENTELY if you can't develop a vacume its shot. You can also just bypass the valve and plug the vacume hose and see if it runs.

How do i test this? Where is the fuel shut off valve? Is that the fuel petcock?

Yes, he is talking about the Petcock. Disconnect the Fuel Hose by the Fuel Filter or Carb either place fuel should NOT come streaming out. Then Disconnect the Other Line which is the VACUUM line from where it connects to by the Carb.
Put the Fuel Hose in a cup or some container so you can catch the fuel if it comes out. Then Just suck at little on the VACUUM hose and IF IT IS WORKING FUEL WILL FLOW out of the Fuel hose and SHUT OFF after you stop with the Suction on the Hose. IF NO FUEL COMES OUT when you apply Suction to the Vacuum hose then your PETCOCK is shot. Alleyoop

Not to worry, I just hope that is all that what the problem is. If Fuel Flows FROM THE Vacuum Hose that also means that the Petcock is also bad. So just be carefull when you suck on the Vacuum hose don't go swallowing gas on me. If you have some kind of kitchen suction device you can connect that to the Vacumm and create suction with it. HEHE, I don't know what the call them but the women use them when making a turkey they pick up juice from the bottom of the pan and squirt it on the turkey(HEHE). Lefty

UPDATE:
Ok, so this morning after a clean oil change and new plug. I was able to get the scooter started, and idling nicely. I even took her for a test ride. At low throttle it accelerates and pulls away. AT Wide Open throttle it bogs quite noticeably. Now I only had 1/2 of the air box on. I will install the rest of the air box once it dries out later and see if that makes a difference.
What could cause that bog at WOT? If i remove the air box, and go to an A/M air filter will the carb need new jets?
I'm making progress with everyones help.

Running with part of the air box missing or using an aftermarket filter will usually cause a lean condition at higher speeds. This will result in the bogging you're talking about. Increasing the main jet size should take care of it.

Just put the entire Air Box back on, changing jets is not Plug and Play, you will have to buy several jets to find the one that is right for what you have on the scoot. Right now the WOT bogging is because your pulling in to much air with the box half open. Alleyoop
