It will move very slowly, and once the scoot is fully warmed up it was shut off. Have you cleaned the carb jets with guitar string wire? Its a VERY thin wire you will need. They get clogged up. Welcome to the Forum, I am new myself, but I'll try and help if I can. Lots fo great advice and members here, they will chime in i'm sure.

Welcome to the Forum, Sounds like you need to do a couple things. One is clean out your Carb, and if it is a 4 Stroke adjust your valves Intake .004 Exhaust .005. You need to take the carb off and clean it out really good. Get a Can of Carb Cleaner they come with a long thin straw and spray inside any holes you find. Spray should come out from out of the passages that they lead to. The Pilot Jet if clogged will stop it from starting and idleing good. The Main Jet comes in to play around mid-to-full throttle. >>i did not use a wire
Did you physically remove both gets and run a wire through them? Then the jets are probably still dirty.

Take out spark plug, spray in starter fluid or gas and replace spark plug and see if it runs for a few seconds. If yes, fuel delivery problem. If no, electrical problem.
