It is running LEAN, richen the AIR/FUEL mixture up, if it surges at Idle that is your problem. Alleyoop

Here is a picture of my carb you see the Air/Ratio screw that controls the amount of Fuel coming from the Pilot Jet. If you turn it Counter Clockwise it allows more fuel if you turn it Clockwise it allows less fuel. What you want to accomplish with the setting is to get the HIGHEST IDLE out of the adjustment. 1. Turn it 1/4 Turn Counter Clockwise wait 10-15 seconds so that the engine adjusts to the new setting. a. If the IDLE goes up REPEAT 1, when the Idle doe not go up anymore Turn it Clockwise 1/8 and that should be your highest IDLE out of the Fuel Mixture screw GO TO 2.
**** IF ON THE FIRST 1/4 TURN COUNTER CLOCKWISE the Idle does nothing or IDLE GOES DOWN Turn it Back the 1/4 Turn and then DO 1 BUT CLOCKWISE.****
2. Now set your IDLE using the IDLE SPEED SCREW to around 1500-1800.
Now give the Throttle a QUICK Bleep the Engine should REV up without Bogging or Hesitation and come down to where you set your IDLE at. Alleyoop

ahhhh ya! That could be part of the problem!

You can't. That is why you turn the screw out 2 1/2 turns. This should put you in the ballpark. The scooter must have been run for 5 minutes, so it is off the enricher before this adjustment can be made...
