My Kinroad scooter works well.
The Tachometer displays the proper RPMs when the motor is on and the headlights are off.
When I turn the headlights on, the tachometer swings all the way clockwise (to tthe redline), even though I have low throttle and does not change as I accelerate. When I press the turn signal, the tachometer moves in as the turn signal blinks.
Any ideas on what I should check to fix this issue? Thanks.

I would start with looking for a ground problem.

Chinese tachs are flakey at the best of times...sounds like you have a short somewhere or a bad ground a previous suggested...
Sometimes with a bad ground, the electricity will find another route and that is when all the weirdness starts like you experienced...
