I will be working on this scooter for a guy who bought it used from his neighbor. It has 122km on the odometer. He rode it sporadically last summer and when it quit running he parked it. Finally, he wants it running again. The battery has been drained from sitting. I can tell it wasn't properly inspected by all of the loose pieces here and there. When I used the kick starter it tried to run, but wouldn't. I am thinking the valves are too tight and need adjustment. What do ya'll think? I would start with cleaning the Carb jets and passages then hit the Valves and tighten everything up around the carb to try and eliminate any air leaks and give that a whirl. Alleyoop

Doubt the valves are tight , but worth checking...sounds like a plugged carb as alley suggests...
Drain and flush the entire fuel system and then clean the carb...

The carb is now clean. It was indeed plugged. Now how do I get gas back in the bowl? I've got good, clean gas coming out of the vacuum pump, I've got spark at the spark plug, but it won't fire.
Also, the starter sounds iffy; it doesn't like to run more than a couple of turns before it sounds awful rattly.

You may need to remove one of the vacuum, hoses that attach to the intake elbow and dribble some fuel into the engine to get it started. If the petcock or the fuel pump ( depending on the type) are good the float bowl should fill... and it should fire up...
The starter sounds like your battery is low...try kick starting it...

I probably did something some of the ScooterDocs don't like - I started it with starting fluid, but the engine would not continue to run on the gasoline. I need to double check my vacuum hose routing.

Vacuum hose routing looks correct. Looks like I'll have to pull the carb again.
