From what I hear, FL is starting to implement the same program, as PA: utilizing NHTSA org files. This culls out many of the fly-by-night importers and distributors.

Some have been know to duplicate an/or copy other's VINs.
Some don't file the required paperwork with the Feds.

not sure where youre hearing that garbage from... you can fill this form out www.flhsmv.gov/dmv/forms/BRE/84490.pdfHad a friend that built many custom vinless bikes and always brought them down to FL to get a title during Bikeweek & Biketoberfest. The bikes did meet the minimum DOT safety requirements for the inspection process.

In order to sell in a state you have to get a license to sell whatever your selling. And it is not cheap. So some are not willing to pay the fee. They also determine if there is a big enough market for what their selling in each state and only apply to the states that will be fruitfull for them. Lefty

I think what some are referring to is when you buy a drop shipped scooter/bike that is coming with an MCO (manufacturer's certificate origin) there could be issues. This was the ONLY negative issue I went thru when I bought my trike. Seems as when the Chinese bikes first showed up here in the states there were duplicate VIN numbers. And, some of the bikes do/did not meet emission requirements in some states. (For the most part California) By the way I live in PA and I’m moving to Florida. Deal is to have a state title issued the paper work need go direct to the state. And, only the state can issue the title, tag and registration. Was told Florida as long as you have a title from another state and you do not have an MCO. All you need to do is change the state on the tag and registration to Florida when I move there. The main reason I bought my bike in advance to moving. Now, if there are bikes, models, brands that cannot be sold there I know nothing about that! Hope this helps!
