Take some duct tape and block the air intake to see if the flow improves.

He's not getting gas to the carb, you're right Raford63, it might be a vac problem not opening the petcock. By the way Hebert, if your carb diaphragm doesn't have rips or tears it should be OK.
Hebert, here's a setup on a scooter that I think is just about like yours:
Try this hebert:
If gas came out either that fuel line is plugged to the carb or maybe your float valve is stuck.
If gas didn't come out when you cranked it do the following: unhook the vac line (blue) at the plastic "T" and gently suck on it. If gas doesn't come out either your petcock/fuel valve is bad, you're not getting enough vacuum on the valve, or the gas line is plugged from the tank to the valve. Rich

The Diaphgram Has nothing to do with starting. The diaphgram operates when you start to twist the throttle and let more air in. Alleyoop
