What is that "thing" strapped to the frame rail. I know it has something to do with the fueling system but, not sure of the name. Anyways fuel leaks out of the big hole thats on the front of it, I know fuel from the tank goes into it but I am not sure why fuel comes out of it like it does. Attachments:

Part of the PAIR emission system...it is the carbon canister. Get gas in there by overfilling your gas tank and you will be walking...
Some remove them...yours looks like it is missing a hose...and the gas is leaking

By Chance do you know here that hose ould run to? It was never on the scooter. I am starting to wonder if this bike was not sold by the dealer to break like ti has. IF I by pass this how would I re route the lines? Because yesterday I only had enough gas in it to run and idle for a few minutes. Gas start pouring out of it.

Well gti Sprocket is correct (hey Sprocket), too much gas in that canister and you lose your gas tank venting. That equals a vacuum in your gas tank and a shut down. Actually, there's not supposed to be any liquid gas in there at all so it's already contaminated. It's only designed to trap gas fumes. If you remove it like...ahem...I did (the EPA can frown on that), make sure any vacuum lines to it are plugged, provide an adequate vent hose for your tank with an old gas filter on the end to keep dirt out, and chuck the canister. On the back of that canister are 3 hoses and there is one on the front of it. What do I do with the hoses? Should I block them off or what do with them?

You say; "On the back of that canister are 3 hoses and there is one on the front of it." I assume there are 4 hoses?? One on the front of it is probably the vacuum hose. The other 3??? Hmmm. One goes to the tank. One may go to your fuel-cock ( may need to splice the vacuum hose to it?), maybe the third goes to something on your head (not your head, but, the scooter's), like a PVC dilly-dad? ( may need to splice the vacuum hose to it?) also? I would take the hoses off and start the scooter, put my finger over the hole on each hose, if it suck on your finger, plug it, or learn if it need to splice onto the fuel-cock/PVC?? One that not suck on your finger remove the gas cap and blow on it to see if it goes to your tank, put the fuel filter on that one. But, I do things different than most people. In the morning I guess I need to see if my Dazon 50 have one of those ding-dongs too.
Basically you may need to follow the hoses and see where they go. The one on the vent fuel tank I assume will go to the top of the tank, filter it. If one goes to a thing on the bottom of the tank, that the fuel cock and need the vacuum to work? One goes to the engine I going to say is PVC and may also need the vacuum. A pet shop may have a T fitting for aquarium air pumps that may work. Some are plastic and probably be OK. Some are brass which I would buy. Zip-Tie them.
Lastly, if one goes to the fuel cock, this may be why it leaking. The fuel cock uses a rubber diaphragm->(spelling?) to pull the valve open when vacuum is applied and may need replaced. This how I understand it.
I never lie, but, what I say may not always be true! This kinda how I would go about it and I may be wrong. I just taking a stab from what I have learned.

Your pic is very unclear and kinda hard to tell exactly what's going on. The attachment picture is huge and makes it even more difficult to read. You really need to get an image service like photobucket so you can resize pics to 640X480. Does the canister you're asking about look something like this?

OK, there's some variation on these things but this is generally how they work. The idea is to draw gas vapors off of the tank so they don't get into the atmosphere. A vacuum line on the carb actuates a valve on the charcoal canister (the black cylinder that's causing trouble) and vapors are pulled through the canister and into the airbox at some point. There's often a ball check valve between the tank and canister:
If the gas from the tank floods the canister you'll loose your venting and the scooter will shut down. Gti, I'm not sure why yours keeps spewing gas, maybe somebody hooked the hoses up wrong. I would suggest removing the canister, they're a big PITA. Put an old fuel filter on your tank vent hose and position it high enough so gas doesn't leak out. Plug the opening into the airbox, you may have to trace the hose. Also, make sure you plug the vac line, you do NOT want a vac leak:
If this doesn't seem to make sense with what's going on with your scooter you'll have to get me some detailed pictures. Rich

Well I'm from Ohio but I somehow ended up in 'Bama, you know how life takes it's turns. But I like it down here, the winters aren't so brutal. Sometimes they stick a fourth big hose on that fresh air opening and snake it somewhere but it's just an inlet. Rich
