Yep you beat me to it Sprocket, those washers you will only find on the 50ccs to keep the MPH in the 25-30mph range so they can sell them as NOT requireing a speical License and registration and stuff(but only applies to certain states anyway). Here in Illiniois not matter if it is a MOPED and goes 25 with pedals you need insurance, plates and a Drivers License. You even have to take a written test for the rules of the road.

Yup..here is Canada the laws are getting tightened also.. M class license and insurance if it has 2 wheels and an engine or electric motor of ANY size

we still flyn under the raidar with 150cc the 50cc you dont have too license but doo have to have a valid drivers license i drv mine no tag ins lic everyday
