OK which way to I turn to to richen it up..seems to run at a high idle with it turned all the way in(clockwise).

The hoses all need to be clamped..they are probably leaking vacuum..use a metal spring clip on each hose connection or a 5 inch zip tie and pull it tight with pliers...
The enricher is on backwards...the wires should be down to the ground..loosen it and swivel about 45 degrees..

All hoses are clamped, enrichener on correctly, but carb dosent seem to want to stop the bacfire unless I adjust it so it bogs out at 20mph.

Have you checked your exhaust pipe where it connects to the MOTOR, That is a very common backfireing Leak. A lot of time due to vibration a nut comes off even the entire stud falls out.
Can you do a VIDEO with it running on the centerstand and crank it up and let go of throttle so we can hear and see how it runs. Alleyoop

Did you put on a Free Flow Filter or Performance Exhaust? Did you change anything on the carb like re-jet it or anything?
Reason I ask if you did you will need to re-jet the carb. Alleyoop

No, all is original. I put a new flange gasket on the exhaust to make sure that was not the problem. It wont do it unless it is under a load.

Well it is running lean, on Deceleration, I noticed on the pictures you do not have any clamps on the Vacuum hoses. Clamp the Vacuum hoses Especially the one going to the ACV valve on the Throttle side of the carb. That Diaphgram is the one that is supposed to shut off the air so it can suck fuel when you Decelerate so it does not run lean.
Also when was the last time you adjusted your valves? If it just started to happen and you have some miles on the motor Adjust them. Alleyoop

Don't know if this is relevent or not but my 50cc ruck clone was doing the same thing...Aftyer a lot of aggravation it turned out to be the the egr valve blocked it off and no more backfire on decel...

Yes, the emission stuff they put on cause nothing but problems. The best thing you can do is take all the stuff off and then you will only have a Vacuum hose to Petcock or Fuel Pump and to the Carbs ACV diapghram. Also the Valve Cover Vent hose tie that up to the frame with a fuel filter on the end and if it has a Gas Tank Vent that went to a Canister do the same with that. You will get rid of many possible LEAKS and CLOGs. Alleyoop
