When my tao tao atm50a1 is on, when i hit the brakes the taillight shuts off and both turn signals light up at the same time. Also when i put a turn signal on the opposite side will light very faintly in the same flash pattern. A friend told me he thinks its a bad ground? the scooter has only 50km on it.

Sounds like a bad ground. Check all of your bulb sockets for corrosion and any frame grounds that you can find..

sounds like a defective 1157 to me , not burned out . but defective . go buy new american 1157 bulbs , get 1156 amber for your turn signal bulbs .
the 1157 have two elements I have seen them shorted , or the sockets shorted .
