it is a new scooter still in the break in phase, however when i start it it does not start right away i have to turn the throttle 5-10 times then it starts and will stall out as soon as i give it gas it takes about 4 tries to start it until it will actually rev to an appropriate rpm, then if i stop giving it gas it will stall out after it is fully warmed up i do not have this problem. i am out of ideas and any suggestions would be greatly appreciated. Check your carb and see if the FUEL RATIO MIXTURE screw is PLUGGED, most likely it is and they set them really lean to pass emssions. You probably have a carb that also has the Carb Bowl screws cut off so you cannot take the bowl off to swap jets.
You have two choices, some have the Fuel Ratio Screw Behind the PLUG and others do not. Some order an aftermarket carb which do not have the fuel ratio plugged and the carb bowl has the screws. Then others take a chance and drill out the PLUG and see if the Screw is there. Alleyoop

Check to see the air filter and the air tube to the carb is not plugged...I have seen bits of plastic in there...blocking air flow...
