All depends on what is wrong. I have a charger which is now7-8 years old. When it was only few months old it quit charging. I took my trusty meter and chased the voltage and found what ended up is a mouse or rat bit partway through the negative lead to the battery. It was a quick fix for $35 charger that I did not want to buy again.
Your charger very likely has some thing similar if it has a light on. Some times the crimps on the alligator clips do not make good contact or the wire was not properly stripped.

Unless it is in a plastic molded case like a wall wart, the way I see it is you have two choices either toss it in the dumpster and buy another ....or....open it up and repair it. (Them things like the $5-9 harbor freight trickle chargers are not worth messing with.)
