When I tighten this fastener the crank refuses to urn. I have used assembly lube and the crank still refuses to spin once this one is tightened. It has been a while since I put this together and I can not remember if this one is needed in this location!!

ok how long is the bolt? i am not sure but i think you may have it in the wrong spot when you have the oil pump chain on there is a plate that bolts over it and it will use the hole just to the right and a little bit lower

That bolt in your picture goes into that opening you see on the splash plate with the red arrow:
The only thing I can imagine is that the bolt is too long as Justbuggin said and gets into the cam chain. However, I'm almost certain that's a blind thread hole, I don't see how it could stop the crank. The oil pump holes you see at the blue arrows do come through but I still don't see how a bolt could get into the crank. Is the crank froze completely or just hard to turn?
