When starting it cold it should idle high for a few minutes that is your ENRICHER for cold starts doing that. Then as the ENRICHER cuts off the extra fuel the idle will come down. Now the idle after about 5 minutes should be around 1500-1800.
It sounds like it is just a tweaking of the FUEL MIXTURE for starting. Since it is a 150cc I am assumming it has a CVK carb. Start it up and let it warm up at least 5 minutes we want the ENRICHER to cut off the extra fuel.
Then tweak the FUEL RATIO MIXTURE, because it is much colder out the motors need more fuel: So lets FIRST try richen it up a little more: Turn the fuel ratio screw 1/4 turn counter clockwise and see if the RPMS GO UP, if they do repeat the 1/4 turn until the rpms do not go up THEN turn the screw CLOCKWISE 1/8 HALF of the last 1/4 turn you did.
If Turning it COUNTER CLOCKWISE the first 1/4 does nothing or the RPMS drop THEN TURN it BACK the 1/4 to where it was and NOW START 1/4 CLOCKWISE and see if the RPMS then go up. And again repeat the 1/4 turn until the RPMS do nothing or start to DROP then turn it COUNTER CLOCKWISE 1/8 of the last 1/4.
NOW BETWEEN EACH 1/4 TURN wait for about 10 seconds or so to allow the motor to catch up with the new setting. Alleyoop

Here is what your may look like and all the parts are labled so you know what is what on the carb and where the FUEL RATIO SCREW IS and the IDLE SPEED SCREW. Alleyoop LEFT SIDE OF CARB: RIGHT SIDE OF CARB:

You will have to Drill a small 1/16 hole in the center and then get a screw and screw it in the hole and rotate it and pull it out. Now Remember drill no more than 1/8 into the plug so put a piece of tape on the drill bit 1/8 from the end. Alleyoop Here is a Video on how to do it.

Wow it did start easier this morning, but not like it was just a few weeks ago before this problem started happening. I still think I might have another issue but this was definitely in need of adjustment it seemed. I didn't notice it having anymore power though darn-it.
I'll keep an eye on it today and tomorrow and see how it does.

30 degrees is pretty cold for any bike motor. If you use it constantly at that temp you should run some Seafoam in the gas. It will keep crap from forming in the gas tank.

It will keep crap from forming in the gas tank. 30 degrees is bad for the bike? I rode it last winter and so far all winter this year without any problems from the cold. I don't like putting additives in my vehicles, but everyone on here just loves the seafoam. I dropped it off at the shop this morning though because its still much harder than normal to get started. However the adjustment per Ally made alot of difference and it now seems to run better at lower speeds in traffic to My mechanic tells me that my using it 70 miles a day is why its lasted so long, he says that sitting around all the time ruins scooters and motorcycles. He is always surprised that the GY6 has made it 26,000 miles though. I am going to ride it until something major goes at this point which hopefully for my wallet won't be for a long time LOL... we shall see. Surely someone else has broken the 25,000 mile mark on a Chinese scooter?

NOPE only 8k on Chrissy, but then again i dont work, retired, so i dont have a 140 miles commute each day.
there quite a few ppl with that many miles, actually.
sea foam is a great thing to arse to your gas in the winter it absorbs the water that may collect and in the summer , same thing because of sweating, and it helps clean out that damn ethanol,

It uses about .8 gallons for 70 miles of riding every day plus a few extra since I go out at lunch almost everyday.
