Does anyone make a cold air intake for the gy6?

Gti, You can make one yourself and will cost you less than $50.00 bucks. Just get a Free Flow Filter and go to the autoparts store and get a Radiator hose that has the right curve on it and you can get the Air Filter out away from the motor. Alleyoop

I never found/figured any logical gain fora cold air at least on a 139qmb.

you mean condensing the air, yeah when it gets colder out in summer evening it definitely picks up more power, not a lot but, notable. a cold air intake isn't gonna make warm air cold as as far as i can tell it's get air easily and plentiful enough to perform well. though I'm no mast tech either.
