I tried to do a little reading on this subject as time allowed today. I was able to come up with this diagram which is probably not completely accurate yet. My biggest problem was finding a diagram of the EGR insides. I had two of them sitting around the shop but apparently I used their insides on some project. Here's the diagram, it's pretty much self explanatory:
I still haven't completely plotted out the innards of the EGR valve but I do know that it's a combination of a reed valve and a diaphragm valve. If you plugged the vac line into the manifold gases couldn't have entered there and stalled like I said in the previous post. It must have something to do with the carb setting and exhaust gases exiting through the EGR valve.
One way to tell if you have an PAIR as opposed to an EGR is you have to have a reed valve near the exhaust to prevent back flow. So you would have something like this, probably on the valve cover:
And inside will be the reed valve (crappy picture, had to snag it off of the web):
With the EGR it will have the reed valve positioned remotely from the exhaust. They used to always have a metal pipe at the port but now with newer materials they can use this stuff which has a much higher melting point than the exhaust port:
This tubing will be a little bit bigger than regular vacuum tube. I noticed in your picture of the intake manifold it appeared to be a little bigger:
In any event block the head off and plug the line running into the intake manifold to get rid of the system. You may need to adjust your carb. However, I didn't on my Motorino.

I took all the stuff off, come to find out the egr to the canister was broken, anyways i put on a one nipple manifold and blocked the head and it runs much better
