im not getting fuel to fuel filter alone from fuel pump being jacked any other issues that would keep it from working?

Don't understand the sentence completely but I am assumeing that the fuel is not reaching your fuel filter period. Now the question is where is your gas tank HIGHER than your carb or LOWER than your carb. If Lower than your carb then you have a FUEL PUMP. If Higher than your carb then you have a PETCOCK(gravity fed system).
CHECK FUEL DELIVERY:
Take the Carb Fuel hose off the Carb put it in a container and crank the motor over.
A. IF FUEL STREAMS OUT, fuel to the carb is good, Filter is not clogged and Petcock is working now Re-connect the Fuel hose back onto the carb.
B. NO FUEL COMES OUT, take the Fuel Filter off and crank it again a. If fuel comes out the Fuel Filter is Clogged. b. If fuel does not come out –GO TO CHECK PETCOCK.
CHECK PETCOCK:
Take the Vacuum Line OFF going to the Petcock from near the carb and suck on the VACUUM LINE. A. If fuel comes out you have a VACUUM PROBLEM-GO TO CHECK FOR AIR LEAKS. B. If fuel does not come out you either have a bad petcock or a clog from the tank to the petcock.
Disconnect the fuel line going to the Petcock from the tank.
a. If fuel comes out the petcock is bad b. If fuel does not come out either the hose from the tank is clogged or the tank outlet is clogged.
CHECK AIR LEAKS:
Check the Manifold for cracks check the Vacuum lines coming from the Manifold for rips or cracked also make sure the Clamps holding the Carb are nice and tight.
If all this is good it is time to check the Valves and adjust them both to .003 inchs if a 50cc or .004 inchs if its a 150+ motor. Then see if fuel flows, if still no fuel it is time to check the motor compression It should be 120 or higher. Alleyoop

Well Alley gave you about as fine a checklist as you will see on any forum. Tulsaoutlaw, I just want to know if you have an electric fuel pump. Did you install one or did you buy it with one? It would be very unusual to have an electric pump on either of your scooters but I don't see how working on a short would affect the fuel flow. Maybe you bumped into something and knocked a vac line off or something like that. So run through Alley's list and let us know what shakes out.
