I have just gotten a 250cc honda reflex. it seemed to run fine when I got it but after getting a feel for it i noticed it had a pretty bad hesitation off of the start and almost anytime it was under full throttle. whenever I open it up it seems to fall on its face and sometimes it sputters as well. it doesnt stall but just doesnt go until i let off the throttle a good bit. I have just pulled the carb and soaked it in carb cleaner for 48 hours. I have cleaned all of the jets and used air to blow everything out really well. I have also adjusted the air/ fuel screw and I just cant get it to run like its supposed to. any ideas of what to do would be awesome

Here is a way to tell what the motor is telling you it needs. Bring it up to where it STARTS to fall on it s FACE, then BACK OFF the THROTTLE about 1/4 of an inch and HOLD IT THERE. A. If it speeds up it is LEAN wants MORE fuel. B. If it sputters, hesistates, BUT settles down it is RICH wants LESS fuel.
Find which situation the motor has and we can fix it up. Alleyoop

ok heres what i was able to get it to do. I gave it between 3/4 and full throttle to get it to act up. then i backed off about a 1/4 inch. it definitely didnt start accelerating quickly like I think you mean if it is a lean condition, however it didnt sputter or hesitate either. basically it just leveled out but didnt really gsin much speed.

Then it sounds like it is Rich if it did not speed up. Turn the fuel ratio mixture screw 1/2 turn Clockwise to lean it out and give that a shot. If it is to much then go 1/4 back Counter Clockwise.
Did you by chance upjet the carb or it could also be your air filter may be clogged. Was it running good before if so what did you change if anything. Alleyoop

Other thing I just checked was the spark plug and it looked very lean. It was a very light greyish white color.

If you think it is LEAN then RICHEN it up a little 1/2 turn counter clockwise easy to do and easy to find out. Alleyoop

I have Attempted to richen it up and lean it out adjusting the screw 1/4 turn at a time. It seems to run a little better a touch richer but it doesn't come close to fixing the problem. I have adjusted the screw until the scooter almost stalls because it is too rich and too lean as well as everywhere in between. Could it be the valves? Or possibly me screwing up something when I cleaned the carb?

You could of screwed up the Diaphgram part did you take that out? If so you may not have put the rubber diaphrgam correctly into the slot on top of the carb and is leaking. In which case it will not raise your needle all the way out. Alleyoop

I noticed in the pictures you had of the scooter that it had an aftermarket pipe. Do you know if the previous owner re-jetted the carb? I would be more inclined to think that there's crud in the fuel system and a little Seafoam would clean it up.

I will check the diaphram and see if it is installed properly. the jets are stock. I will try the seafoam and see if that helps as well. its raining here so I wont be able to road test it until tomorrow.

I checked the diaphragm and it is installed properly. I also ran a compression check at WOT and it read 180#. I will try and get seafoam in there in the next couple days.
