Looks like a dangerous hazard to the user/ operator. It looks way out of balance and will vibrate badly. It will probably fly apart and do some serious damage.

Kinda looks like a wood splitter,except it has a jagged blade instead of a spiral one. maybe it's to cut holes for ice fishing.  ? |
