AH, no wonder your loosing some power after it gets warm. THAT Black box as you call it is YOUR ENRICHER(CHOKE) for cold starts.
Now if it is DISCONNECTED that means it is feeding EXTRAC FUEL all time which means it will run RICH all through the throttle. You have to CONNECT it or if it is broke get a new one.
The way it works is when the scoot has been sitting there for awhile and is cold when you go to start it the PLUNGER IS RETRACTED and allows EXTRA FUEL for starting. Once the motor starts it FEEDS VOLTAGE to the ENRICHER and the PLUNGER starts to EXTEND OUT to SHUT OFF the extra fuel this happens within 3-4 minutes after the MOTOR STARTS.
So right now if it is DISCONNECTED it is STAYING RETRACTED ALL THE TIME FEEDING EXTRA FUEL all the time. Alleyoop

I got it back hooked up... if anything changed.. it was the ability to start... soo easy to start now.. but did not effect the performance... This is a video of going down the road. FULL THROTTLE entire time... as you can see it is nothing like on the stand... Thanks for input...

Great now that is starts up easier. But yea it is a DOG getting up to speed I noticed your rpms are very low. What gram weights do you have in the Variator? You need more rpms. Alleyoop

i havent taken the variator apart again yet... i am thinking they are 8 gram weights...

No way they are 8 gram that sucker would be revving sky high with 8 gram weights. Since that is a 260 I would bet they are pretty heavy weights maybe around 20+ grams if it only reachs around 4500 rpms which I noticed on your tach and the motor sound. You need to take them out and if you do NOT have a small gram scale to weigh them take 1 to your post office and have them weigh it. Let me know what the gram on one of the weights are. Alleyoop

What they say and what they put in are two different stories(HAHA). They slap in anything they have handy at the time they are putting the motor together. It is running good from the sound of it no bogging no hesistations just need some more MOJO. ;D But if they are 14s then put in 12s, for every 1 gram up or down the rpms will change by 500-600, if they are 14s putting in 12s will gain you about 1000 more rpms. Do you know the size you need? 20x12s or what size? The best you can get are Dr. Pulley weights you can get them in Sliders or Rollers they last a long time. But you have to know the size. If yours is a VOG LINHAI they are probably 20x12s, but you have to be sure. Alleyoop

I read this on another site.... if this is true.. I dont want to lose any top end speed....
Heavier roller weights = slower take-off speed, more acceleration = higher maximum speed. Lighter roller weights = faster take-off speed, less accerleration = lower achievable speed.
The right balance is an individual choice since a scooter racer will want heavier weights to achieve a higher overall speed so that they might be faster at full throttle. For daily use a rider might prefer lighter weights for more power to take off faster at stop light.

That is true if you go OVER BOARD but WHAT THOSE IDIOTS that do not take into account is the more rpms also turns the VARIATOR FASTER which in turn turns the CLUTCH PULLEY faster. So you have to find the right rpms to keep your TOP END but enough RPMS to get you there quicker. Don't forget you need more power in the low end right now it is a dog, but another say 1000 rpms will bring your speeds up quicker and with the extra rpms turning the variator faster you should not loose top end. If you go to light then yes the belt will not climb as high even with more rpms. Alleyoop

Well it could be the weights have flat spots but if they did you would get higher rpms but loose top end. Now AFTER you hooked up the ENRICHER back up DID YOU RE-ADJUST the fuel ratio mixture YOU know could be way off on the mixture and loosing some power.
Now that the ENRICHER is working start it up and let it idle for at least FIVE MINUTES. The try the Fuel Ratio Mixture FIRST 1/4 COUNTER CLOCKWISE(MORE FUEL) and see if the RPMS GO UP if they do repeat until they don't.
If turning it COUNTER CLOCKWISE does nothing then go CLOCKWISE BUT ONLY turn it 1/4 at a time and try and get the HIGHEST IDLE IN EITHER DIRECTION. Alleyoop

Don't forget before you were getting EXTRA FUEL from the ENRICHER because it was not shutting off the extra fuel. So you most likely need to TURN THE FUEL ratio mixture CLOCKWISE to lean it out. Now that the ENRICHER is shutting of the extra fuel it may not be getting enough fuel. The ENRICHER really pours a lot of fuel in there In the heat when you first start them you may smell gas because they do feed a lot of fuel.
I put on a MANUAL choke on mine because in the summer you don't need the Enricher only when it gets cold out is when you really need the ENRICHER. Alleyoop
