My scooter front brakes seem to be sticking. The front wheel does not seem to move as free like it should if you have it on the stand and you turn it by hand it does not move as freely as it should. Also it calls for gear oil of 80w 90 GL-3 cannot find this any where.

Don't get too wound up in getting the oils that the manual indicates. I use this from Wally World simply because it's always on the shelf and I've never had a problem with the transmission gears while using it:
There's a couple points here to make. First, these scooters are not race bikes and they're not going to fail if you don't use exactly what the factory states. Second, these manuals are written over in China and things are different over there. That may be what's commonly used over there and always on the shelf. If you get close to the numbers you'll be fine.
A lot of guys on the forum say they've had good success with sprinkling roach powder on the pads for grabbing and squeeling. Just get any generic boric acid based roach powder. You DO NOT have to get exactly the powder in the picture :
Personally, I carefully spray brake cleaner on the pads and spin the wheel. Be careful, brake cleaner can degrade rubber and vinyl so get it just on the pads. If that doesn't work we'll have to take the caliper off. Here's a tutorial on brake disassembly and service..
