Check your fuses with a test light or meter. The rust would be the battery terminal bolt. You should replace it to get a good connection from battery to the rest of the system.
Check your fuel filter and test your petcock. Is the gas fresh?

Yep, great advice, you should check everything DW went over. Also, 2Ts are infamous for reed valve problems. If you can give us the make and model of your bike I'll see if I can dredge up a manual to go by for this. Also, I''ll see if I can get Shalom72c to look at this thread. He has a 2T Stella and is well versed in their repair.

it is a keeway f-act 2009 had blown fuse so that fixed cranking issue, still no start killswitch is in right position fuel line is new, plenty of fuel pouring out of line when vacuum applied, around 1500 miles on engine, checked spark grounded engine and had bright spark, tried putting thumb over hole but am going to borrow compression tester, with thumb over and cranking air blows right past, took carburetor off and completely cleaned with carb cleaner and compressed air, removed jets and soaked them and blew out with compressed air still nothing

Is your spark plug wet with gas after cranking? If not check your float valve and run a thin wire up through the jets to clean them good.
Any way you can easily check the exhaust port for carbon buildup? Happened to me once on a 2stroke.
When you checked for spark, did you ground the plug to the engine or frame?
How are those reed valves?

spark plug is wet with gas, exhaust is only 6 months old, and reed valves look new

Spark plug could be leaking while installed. Check the ground between the engine and frame. Try a compression gauge.
