Yes, it is a fairly common problem. You've already taken some items off of the table by replacing the electricals. Sino-scooters are infamous for failures from the rain. One issue to check is water in the air box. It stays in the filter and chokes the engine off. Take the entire induction system apart and check for leaks and water. Pay extra attention to the air filter and thoroughly dry it out if it's even damp. Issue two is the ignition switch, it can short out due to the water and ground the kill wire. Here's how you test it. Did you check for spark? I'm assuming you did but I felt I should mention it. Also check for bad gas in your tank. It doesn't take much to muck things up.

Find your CDI and get a small screwdriver or something small to fit in the PLUG and take the KILLWIRE OFF the CDI. That will eliminate the KILLSWITCH grounding the CDI. Alleyoop

Do you still have your old parts? Wouldn't hurt to swap a few back in and check for spark. Are you grounding the spark plug to the frame? Try a different spark plug? Is your battery charged? Check your ground wire?

Sounds like ignition. Get a multi meter and test for current from your stator ......if you are getting current from your stator its the cdi not firing becuase of a faulty ground in your ignition. Also, check all your green wires and make sure the connections or clean and tight, those are your ground wires. (sometimes water and grime will get in there and cause a faulty ground. Im sure once you find spark it will fire, check the leads gling to your coil as well, they may be loose. sounds like a loose faulty ground wire/ or ignition to me goodluck man

Mine did the exact same thing after the rain thread NO SPARK NIGHTMARE.... read it if you get time.....there is usually a 4 way diode inside of ignition keyswitch ......the only way to know is to tear it apart or test with another IMO. Attached, mine looked fine but did not work after rain.....after i tore it aprt and rewired it, it ran fine (the keyswitch) Spray the keyswitch with some wd-40 and turn it back and forth a few times to try to clear and clean it. the keyswitch where you put the key.....concentrate on that good luck
