Hello. Luckily, this isn't my bike that is doing this, it's my brothers bike this time He just finished washing it and turned it on, and noticed that even when the turn signals are off, the clicker clicks slowly and is always on. Why would this be? A bad clicker?

Hello, yes, it could be the clicker. It also could be the turn signal switch. When you hit the turn signal switch it puts a load on the clicker (relay) causing it to "blink". Since your brother had just washed his bike it seems prognostic that he got some water down in the switch. Dry it out and see what it does. A hair dryer works just fine for that. Before springing for a new relay check for bad bulbs, loose wires, and corroded bulb sockets.

quick squirt of wd40 in the switch and work it back and forth about 100 times .

Yep, scooters and motorcycles electrical do not like water, always wash by hand use a wet rag, no hose on it. Alleyoop
