My jonway 49cc scooter just seems really gutless going up even small hill. I increase the throttle and it seems to suck back on me. I got the starting problem solved, that was the battery. It does not have enough power when it should, not sure if that is normal or that is the way these chinese scooters are.

you can try putting in a heavier contra spring that would help it drop the scooter into a lower gearing sooner and help with hill climbing keeping rpm's up
