Mike check the Carb you took off and check the butterfly how it is. Little opened or closed when you back out the IDLE SPEED SCREW to allow the control wheel to rotate as far as it can. Then turn the IDLE SPEED screw so it touchs the control wheel and then just give it 1/2 turn on the screw and that should be pretty close maybe a little more for it to idle. Alleyoop

Hey Alley, I DID get THIS carb tuned. I am not sure WHAT is wrong with the old carb, it honestly LOOKS brand new! BUT maybe one of the Asian workers slacked off that day! hahaha
With the different carb on the scooter, I can get to about 38Mph, which is about as good as it will get, W/O more upgrades...
I also found out that the Filter you like Alley, is at Orielly's for 3 bucks! EXACT same one, Brass Cone, I LOVE this Clear Fuel Lines! It took a while to get rid of the air bubble, BUT it Finally went away. I Also ended up going with the MIDDLE notch on the needle, it WAS on the 2ND from top, from the scooter setup I stole it from.
THANKS SO MUCH GUYS! I really couldn't have done it with out your suggestions! I love being able to throw a problem out on the table, and have people who are here to help!!!

Alley, I just saw your post about the Old Carb. WILL DO on everything you said, and I agree, it did act like the Butterfly wasn't shutting...
I will get it torn down and soakin in carb cleaner, take some pics or video and let you know what I come up with!

If it was a car, I'd say it needs oil because I hear something that sounds like lifter knock. Check the oil and maybe adjust your valves.

Thanks Guitarman, I have heard grinding valves, and it doesn't sound like that to me, But I will be checking the valve gap again, I forgot to put thread-locker on the nut :/
I will say also, when I changed the oil, it was EXTREMELY BLACK! For it only having 300 miles, I really think that who ever bought this thing off the internet, DIDN'T change the oil when it arrived...
ALL and ALL though I am pretty happy with the results, it performs the best if you SLOWLY go up in throttle all the way to the top, and IF you do, it will get up to 40-41MPH, If you WOT immediately, it takes forever to get to the top of the power-band. Think it might be a valve issue, since I forgot the locker, we'll see tomorrow. ALLEY-I have skimmed over the carb and it LOOKS like the butterfly IS CLOSED with the idle screw out... WILL POST PICS SOON

The Fuel Ratio Mixture is not right If it will not take immediate WOT throttle. Hard to tell if it is to lean or to rich unless I hear the motor. Sounds like it does not want to take the sudden rush of air coming in when you crank the throttle wide open(to Lean), so first try giving it more fuel turn the Fuel Ratio Screw 1/4 Counter Clockwise trying it after each 1/4, if it gets worse then Lean it out 1/4 at a time.
