well luke the bike i bought is mummified,,,it runs good but idles like sh,t and stalls so i know the carb needs to be gone through so i'm going to do the whole first service thing,,,,valves, carb, oil change, inline filter, probably new hoses, flush brake fluid, check belt,,i have my work cut out for me,but i still feel i got a smokin deal considering the super low milage,,,quite possibly the lowest mileage et4 on the planet outside of vespas museum,,, i just went through the very same thing with my current ride a 94 dr350 suzuki got it last year with only 1200 miles,,garage kept covered,,,barely ran new flatslide carb, pipe and a few other go fast parts and i got real runner for well under 2 grand,,way less than half of a new 250 nowadays,,, i'll just get it running correctly till i get 2000 miles on it or so then it'll be a carb/pipe and variator work ,,i want to keep it pretty much stock just wake it up

A good PDI is always a good idea on a used or new scooter, no matter where it comes from. Anything mechanical will have faults develop, It's the nature of the beast.

What did you expect. Scoot has not been used and sat around. You will have a lot of gremlins to hunt down

letting a Vespa sit for a very long time is just nothing... whereas if you let a chinese scoot sit in the backyard for sometime this is what's going to happen.

You just love that guy with no voice don't you Luke? Have you tried to contact him for a date? You know that cyborg just bought No Voice's Vespa, right? No wonder he had no trouble with it, he never rode the thing.

Sometimes things sound so good when we say them we just have to say them twice.

oh wait, you're just here to learn about scooters?, if you really, really, really want to learn how to fix a scooter, you should get a 50cc ,150cc or even 250cc Chinese scooter..i betya, one month you'll be an expert scooter mechanic whether you like it or not...you know why?..because it stalls from the very first day you bought it.(like what happened to the trike lady from AZ...lol).
but yah, the mechanics of a scooter is not really complicated, not too many moving parts too. it's the best mode of transpo going around town.
what kind of stuff do you build? any pics you can share with us? i think you're a man with essence...we need to see more of your creations before we can put you to the Hall of Fame.
