How was the float and needle valve? Did it move freely or was it tight? Sounds like the float is stuck open. Here is a good video about the carb. See if it is what you did.

Sounds like at least 2 things are wrong. The vacuum fuel petcock is not working and something in the carb is allowing the gas to overflow (either the float is stuck or something is keeping the needle valve from seating). Excessive dirt in the gas tank could cause both problems. Take a look inside with a good flashlight to see if any foreign junk is in the bottom. If so, you might have to clean the entire fuel system from tank to carb.

i found a brand new carb on ebay for 35 bucks. Im wondering if i should just buy it the drain all the fuel and start from scratch. If that fails then get rid of the scooter or take my 800 dollar problem to the shop for a hefty fee. so frustrated

Sometimes that is the best thing. For $35 I would try it and see if it fixes everything.

The only things that will cause that much fuel flow is a stuck needle valve, a bad float, or your main jet is loose or already fell out. Im kinda stubborn so I would probably double check the carb again but buying the new one and keeping the old for parts is a good choice too. Also dont run the scoot again until you check the oil. It probably has fuel in it by now. If it looks thin and the consistancy of it is water like and it smells funny or like gas then change it because it will damage your motor in short fashion. -Zug

No, one other thing will cause the gas to flow backwards and that is the Air/Fuel Mixture is WAY LEAN almost closed. Take the Air/Fuel Mixture screw out and see if it still has a point on it. Since you said it was closed and Tight the point might have broken inside blocking the hole. There should be a small rubber washer, then a small metal washer then the Spring. If the needle looks good and its fitting loose after you turn it out about 2 1/2 turns you can spread the Spring just a little and it will tighten it up so it does not vibrate loose. Alleyoop
