A couple of days ago, two fighting teenagers knocked my Jonway 250cc scooter over and let it drain completely out of gas! It worked perfectly before this. Today, I went out to start it up and look at the gas gauge, but it wouldn't start. Both turn signals were flashing at the same time, on my dashboard. I was going to jump the bike, since I figured it was the battery, but when I took the key out the starter was still going! The starter would not quit! I put the keys back in, turned the keys like I would before starting the bike and the bike instantly fired right up. I noticed I didn't have enough gas to get to the gas station so I shut the bike down. The starter was still going until I think it drained the battery. What is wrong with my scooter?

If the starter is still going after you turn the key off, then the contacts inside the SOLENOID are stuck. Give the Solenoid a little whack and see if the contacts inside disengage. Here is what your Solenoid looks like Alleyoop Or this:

Well, thank you for the pictures! I did not know what a Solenoid was, but I located it and tapped it a little and the scooter seems to be functioning normally so far. So happy to have my ride back! Thank you!

Great call by the wizened Alley, perfect diagnosis. If I can add something, I'd put a new solenoid on. If it did it once like that it will do it again. The solenoid connects the battery directly to the starter when you hit the starter button. You could burn up your starter and maybe the starter clutch. They're inexpensive and it's not worth the risk. It was stuck with a boatload of amps coursing though it. That damaged it, no doubt IMO.
FYI, some bikes have what we used to called a tip switch. After the bike is on it's side you have to reset it. It shuts the engine down during a spill. I thought you might have one of those as I was reading your post but it cranked so you don't. If you have a tip switch your manual will tell you how to reset it.

Mine did similar , my husband was putting back the back lites in n started bike to make sure it works, once he turned the switch off it kept making the sound of it trying to start, we tried the key, n nothing so he unhooked one if the battery cables, my friend said the solenoid had one loose screw...

If the solenoid terminals touch it would activate the starter, so yes a loose connection could cause the same thing if the two wires made contact with each other. That is like jumping the two outside terminals to send 12vs to the starter. Alleyoop

That is a badge of honor on Scooter Doc. Hey, what's it like in Ohio this winter? It looks brutal. I grew up in Toledo and we had some awesome winters. Rich

Rich What a long, cold, snowy, miserable winter. One of the worst in a long time Haven't ridden since the end of Oct. So I'm more than ready now. Can't wait to retire and move back to Denver. Yea, it snows there too, but the winters aren't so brutal

My in laws in Toledo tried to leave the house for the first time in a week. Never got out of the drive and went back to the garage. This is with studded snow tires. Then it snowed 6 inches. For those of you that aren't familiar with studded snow tires, they are illegal in Ohio in non winter months.....illegal....picture them....you can't.

I live in a subdivision that is split level, and I live on the top level Couldn't get up the hill due to the icey snow covered hill, that the HOA decides if/when they feel like clearing. My car sat there for 3 days. And, if you can imagine a one legged fat old man walking up the hill in the snow, not pretty. come on spring Dave
