Every scooter ive ridden just doesnt stop very well. Is it pads? rotors? What can be done to improve the braking performance?

On most scoots they have put on what they call ABS breaks(NOT)those are actually so it does not lock up but that also hinders the hard breaking. Also the front brakes do more breaking the rear breaks. But you are supossed to use BOTH breaks at the same time to do your stopping. But many do not do that they mostly use either the rear or the front only. Alleyoop

You would need to take the little abs bottle off and connect the hose straight onto the Caliper. Alleyoop
