That used to be the state's marketing slogan..... not anymore!
Here's the procedure to see if your scooter will pass muster here in the good ole Commonwealth.
Click on : www.nhtsa.gov/cars/rules/manufacture/
In the second box titled WMI, enter the first three digits of the VIN. Click on "start search"
This will bring up the name of the manufacture assigned to that WMI that has supplied NHTSA with their vin decoding procedure.
Scroll down to Part 565 results. Generally you want to see the record with the latest date. There you will look for the "File Name" which should be highlighted. Click on that and you will receive a pdf file with the vin decoding procedure.
Look at your vin, match it up digit for digit. if it makes sense and the numbers jive EXACTLY....it's good to go in PA.
