I plan on scuffing my pads with a dremel sanding drum. I notice that only parts of each pad seem smooth which tells me that the surfCe isn't true. Maybe sanding down those smooth areas which are high spots will help grab better?

Not good with dremel. Sand them yes but with a little wheel on a dremel you will have high and low spots resulting in less brake surface. Just scuff them up with paper like 100 or 120 grit and you will be fine. They need to wear in to the disk or drum surface as the case may be.

Pads not hitting disk evenly??,,,caliper mounted correctly? the whole surface of the pad should be contacting the disk at once,,if not you have a problem,,,i lay the pad on a full sheet of sandpaper and stroke the pad till its clean

Yes just use a litte sand paper with your hands to take the glaze off. You will normally find the middle of the pad will be glazed if so the center of the pad is only grabbing the bell and has to be wore in or you can try evening it out so the whole pad makes contact with the bell.

what was i thinking??? yes wherever it's glazed it's "high" the more of the clutch pads touch the swept area of the bell the better

of course, if some area of the pad is glazed and some were not it means that the pad is touching the bell un-evenly. some says to apply sandpaper on it using their bare hands,, , the surface of the hand itself is uneven, how can it creat an even surface on the pad. my common sense dictates that nope its not gonna happen.
this is what i did on mine and it gave me good results,
first , glue a strip of fine grit sandpaper on the inside of the bell where it touches the pad, using a heavy duty 3m adhesive, let it dry, then install the pad and bell back to the scooter, start the engine then slowly twist the throttle until it slightly engage, do it sevral times, this will create a 100% contact on bell against the pad.
now remove the sandpaper inside the bell and you're good to go!!!

Actually Cyborg your not that far off, the design is supposed to compensate and result in even wear.. The pad is as far from the pivot as they can get it so that hopefully the whole pad will contact. the bell. If the pad was right next to the pivot just the outside tip of the pad would touch. If you have a long pivot arm more of the pad will touch as the radius described by the pivot arm more closely matches the radius of the bell.:

Yes I read up on this and yes I need help. But the pads on our Sino manufactured clutch tend to be irregular so there's also uneven wear independent of the swing arm effect. I ran across an interesting pic. This compares performance pads with stock. The performance is brand new but the stock is worn in:

You can see the wear on the pad is the farthest from the pivot but also displaced laterally. I never quite figured out why that happens. The stock pad seems ridiculously small compared to the performance. The performance arms were made of some really light metal which I thought was ridiculous considering it probably saved about an ounce. Also, one of the performance arms snapped trashing the clutch. I reinstalled the stock clutch and it works great to this day.
