The battery on my scooter doesn't seem to be providing any "juice." The battery is new and fully charged. I can jump the scooter and it starts and runs perfectly. Once I remove the cables the scooter lights dim. If I turn it off and try to restart it nothing happens.

Well if that is happening the battery is shot if you jump it and everything is working lights up good and then you take the jumper cables off and the lights dim and it is dead trying to restart it without jumping it.
What size battery did you buy and how much did you pay for it. Does not matter if the battery charger indicates it is charged up, if it has 1 or 2 bad cells it will register good but will not take a load. Alleyoop

All the batteries are 12 volts, what I mean is it a 4AMP, 6AMP,7AMp 9AMP battery. The Amps are what is important and the CCA's (COLD CRANKING AMPS). A lot of the batteries they sell the Cold Cranking Amps are under 100 which will only have enough power to spin the starter good a couple of times then the battery peters out. Alleyoop

I'll have to check tomorrow. Let's say that the battery wasn't the problem. Is there anything else I can troubleshoot?

Now if it had juice and it would start without jumping it and then you lost the lights and or the lights started to dim and then after riding it and shutting it off it had no juice then it would be your charging system most likely the Regular/Rectifier which charges your battery as your ride it.
Sorry to say but the way you say that it will start the scoot with the jumpers and all the lights come on but as soon as you take the cables off the lights dim and after you shut it off you get NADA. The battery is deader than a door nail, I am sure it has some bad cells. You can take it out and take it to an auto parts store and have them check it.
And when you get the next battery get one with CCAs(Cold Cranking AMPS) higher than 100 also get at least a 7AMP just get one that will fit in the battery storage box. Alleyoop

I`m with Alley, even though you say the battery is new and fully charged it sounds like it`s got a bad cell. We had loads of Jet Euro 50`s on our fleet and they used to eat batteries and regulators for a pastime. Part of the problem was the lights working on a DC circuit, in that they came on with the ignition switch without the motor running. There was no separate on/off switch for the lights, just a hi/lo switch. The standard battery is a ridiculously small capacity 12v3ah. Get the battery drop tested, and/or try another battery from a mates scoot which you know is good. Once you have a battery in there, connect a multimeter to the battery terminals to make sure the regulator is working. You should get a reading of around 13.2 to 14.7 volts depending on whether the scoot is idling or revving.
