I am afraid it is. After assuming that I had a bad stator that was making noise, I removed the fan cover and fan to discover that the noisy sound I was hearing was actually coming from inside the crankcase. I bought this scoot in early November 2013 with 128 miles on it. On December 18th, the rod bearings failed (835 miles) and I did a complete teardown and replaced the crank, rod and piston/rings. The scoot has 1770 miles on it now and I have done everything I know possible to take care of/break in the new crank properly and this is what I get? I took some video and would like some feed back if you think my assessment is inaccurate (I hope it is).

Mabey something feel down in that plastic piece and is hitting the fan. I dropped a spark plug down in mine the first time I changed it. Ended up getting it out with a magnet. That does not sound good though. Sorry you have had so many problems with your scooter.
