Put photo on desk top, right click on photo and hit open with and choose paint. Once the photo opens in paint choose the resize option in top left corner.
You then can choose to resize it by porportions or in pixels, set it like you want and then save.

I've been using IrfanView. It's free, does a lot of things and will save where you want it.

If you have the pic saved in your pictures just right click and choose "open with paint". Then do the resize function and follow JR's instructions.
