JR , I skyped with Jason this morning his tail light is at full illumination all the time . The electric start will only engage with a brake application and no change at the tail light area . We figured out the big plug going to the tail section in the tail section is a good place to start . What it is exactly at this time is unknown . Jason with his dad will dig in and figure it out and I'm sure they will post what they find , maybe a picture too .

Well I got most everything working. At this point it's just tracking down what's causing the brake light to be constantly illuminated. The running lights were simply an unplugged connection. By the way, the running lights come on with the ignition, not the headlights. The headlights come on when the bike starts. The switch that you would think would turn off the headlights and/or dash lights does not function. I have a sneaking suspicion it never did anything in the first place (never tried it). So we are going to take the plastics off again probably tomorrow and dig into the wiring to see if we can maybe get that brake light unstuck.

If it was indeed working correctly before you took it apart look for the yellow/green crossed with the brown. This is the only way that the brake lights will stay on all the time......unless you had/have a stuck brake light switch to begin with and didn't know it?

What I meant by the headlights are always on is that there is no way to turn them off once the bike is started. That's what I meant. Sorry for the confusion. I just didn't mention the switch on the right side of the handle bar doing nothing until now because I thought that was a universal switch that applied to all scooters. I guess not! I know the brake switch is not stuck because the starter will not engage unless I squeeze the brake.

Yes it can be confusing and that's ok. Now if I understand you correctly you are saying the brake light and the tail light,(both filaments in the bulb) are both on all the time "when" you start the scooter?
If you have to press the brake to start the scooter (either one and that's the way it's supposed to work) then I'll go back and say again yellow/green is crossed with brown.....or one of the tail/brake light bulbs has turned in the cheap sockets the Chinese make and both terminals are touching which is back feeding the bulb on the brake light side from the tail light side, it happens.
Do a simple test:
Turn the key on, do not try to start the scooter Check to see if "only" the tail light side of the bulb is burning If only the tail light side is burning check each brake handle to see if the brake lights work of course with the key on.
If both lights are burning with only the key on then see if the scooter will start "without" pressing a brake handle, if it does then I'll go back to my statement above, stuck brake switch or yellow/green crossed with brown.
If it will only burn with scooter running then no bad switch and yellow/green crossed with brown or bad bulb socket/s
