on the steering shaft, where the handle-bars connect to the front wheel shaft, there is a bolt that was loose causing some play in the steering, tightened it up and was good for a while, now it has some play in it again, is this bolt something special or do I just tighten it up again ?

Is it the flat horizontal fork bearing nuts? If so mine come lose on my Tao too. I finally used blue thread lock the last time I tightened it. If its any other bolt or nut its a good idea to thread lock it anyway.

Are you talking about the bolt that goes through here?
If so then no, it is not supposed to be loose. I put a bolt through there and then used an aircraft nut on it. You know, the ones with the plastic lock ring. That way it won't come off.
