Battery is fully charged. Bad Ground sounds like it could be the problem. How do I check for that? Thanks everyone!!

My 50cc scooter has just developed this issue. When I depress the brake handle to start the scooter, the fuel gauge drops to empty, the scooter will not turn over and I have no head or tail lights.
Any ideas what may be wrong. Your help is greatly appreciated. Ed
