The hose that goes Down near the kick stand. And I'll try that to see if the plug is firing

Can anyone tell me why the fuel over flow is dumping the fuel during cranking. Happens when used electric start or kick start. Also it's not turning over and I just got this so I have no idea year or model. It has power just won't turn over and I put a new spark plug in.
