Can anyone tell me why the fuel over flow is dumping the fuel during cranking. Happens when used electric start or kick start. Also it's not turning over and I just got this so I have no idea year or model. It has power just won't turn over and I put a new spark plug in.

Are you talking about the Fuel Overflow near the TOP OF THE CARB?
As for SPARK have you tested to see if the plug is firing? Take the BOOT CAP off the one on the motor and stick the old plug you took out in the boot and tyhen hold it against the valve cover and crank it and see if the plug is firing. Alleyoop

The hose that goes Down near the kick stand. And I'll try that to see if the plug is firing

It should have a screw on the end of the metal piece if so tighten it up. If no screw then you lost the shut off screw so you need to BEND the hose and zip tie nice and tight so it does not pour out the fuel. Alleyoop

the older carbs had the bowl drain screw on the bottom the the bowl instead of on the end of the tube that seems common now, so for giggles check if you have one that may just need tightening. crimping the tube will of course still work fine but it's worth checking.
