2012 tao tao no tail lights,faint sound from horn,no headlit

hello all,
i just got a tao tao i installed new batt. to no avail the lights dont work
what is working......ignition...scoot cranks{slow start but cranks) brake lights, starter button,kick start,speedom,turn signals

headlights

dash lights
fuel gauge
horn

what parts should i replace
