I just got a new taotao myself and one of the headlights wasn't working.
Did you check the electrical connections? It will be a pain, but you might need to check each wire and terminal from the headlight to the battery to make sure no wires have come loose (some of mine had and needed to be re-crimped). Also there may be a fuse somewhere in the electrical box that blew and needs to be replaced.

If it were mine I'd be pulling all the bodywork and go over all connectors battery ground and all other grounds as well,,, these conditions stink of a ground issue

None...until you do as cyborg said and pull all body panels off....then do a comprehensive PDI. These scooters can be very dependable....but you must be diligent.

I agree with the ground theory . . . I had a similar situation on mine, and found all kinds of "grounding" issues everywhere! As we all know, most of the components on these things are plastic, which doesn't allow frame grounding and forces every electrical component to have it's own ground connection. It seems that the "chinese" method to solve this is to gather all of the ground wires into a bundle somewhere and connect them to a single wire (usually with a TINY drop of solder) to run through the scoot. Mine had loose wires in those "bundles" in several different areas, therefore not grounding that component (must be a communist plot)!

I believe cyborg said a mouth full get a drink, relax , start pulling body panels carefully they will crack or brake easy. Look as you go at any connection you find and check and see if you found problem. You may find problem with out taking off everything.
